SERBIAN GOVT EXTENDS VALIDITY OF CONCESSION CONTRACT
BELGRADE, Mar 31 (Tanjug) - The Serbian government accepted a request of the concessionary for the construction, use and maintenance of the Horgos - Pozega highway to extend the validity of the relevant contract after March 31, the government said in a release. The concessionary is committed to secure the financing of the project by December 31, 2008.
DJELIC: WORKS ON HIGHWAY MAY START THIS YEAR
BELGRADE, March 31 (Tanjug) - Serbian Deputy Prime Minister Bozidar Djelic said that the government had decided at the Monday telephone conference that the concessionaire for the construction of the Horgos-Pozega highway has until the end of June to complete the technical preparation of works and ensure the elements of finance that should be completed until the end of the year. Such a compromise solution has paved the way for the works on the construction of the highway begin this year, Djelic told Tanjug over the phone, speaking from Athens where he is in an official visit. "I am satisfied because the prime minister has observed the necessity for calling this urgent session, because the entire concession would otherwise fail, government would withdraw a ten-million-euro guarantee and Serbia should wait for two years for the beginning of construction of the Horgos-Pozega highway," Djelic explained. He said that the construction of the highway was a strictly economic issue and should not be abused for political purposes. "In this way Serbia will not introduce a concessionaire who has not ensured all necessary guarantees and on the other hand Serbia has the possibility to start with the construction of the highway if the concessionaire meets the conditions after the new deadline," Djelic said. The coalition government on Thursday rejected a proposal on the beginning of works on the construction of the Horgos-Pozega highway and the Finance and Economy Ministries took the stand that the deal could not start because of a danger that the guarantee risk for the funds for the construction of the highway might might be transferred to the budget and citizens of Serbia since the concessionaire has not provided bank guarantees. The concessionaire, Alpina-Por construction company, should have provided a Deutsche Bank guarantee for this project and started with the construction of the highway and exploitation of the constructed sections as of March 31, according to the contract with the Serbian government.
BUBALO: CONCESSION AGREEMENT CANCELLATION DIRTIEST POSSIBLE
BELGRADE, March 31 (Tanjug) - Sebian Trade and Services Minister Bubalo said that "there is no dirtier campaign" than that for the cancellation of the agreement granting the concession for the construciton of the Horgos - Pozega highway, something that was negotiated for the past three years "to have someone initiate this on a whim," adding that "everything else is of minor importance compared to this." Bubalo told that his party is not conducting "a dirty campaign," as compared to those who are frightening the citizens by self-isolation and that "the sky will fall if they fail to win." BUBALO: CONCESSION CONTRACT WILL REMAIN IN FORCE
BELGRADE, March 31 (Tanjug) - Serbian Minister of Trade and Services Bubalo told that the government had decided at a telephone conference that the contract on a concession for the Horgos-Pozega highway remain in force after March 31. "I can guarantee to citizens that the new Serbian government, which will include the DSS-NS coalition, will start with the construction of the highway on the first day of its work," he said. "Due to the completely wrong decision of our former coalition partners works have not started yet, but as I've said I guarantee that the new government will certainly start with the construction of the highway immediately," he said. "That's why it is important that the contract has remained in force after today's government decision,". The concessionaire, Alpina-Por construction company, should have provided a DB guarantee for project and started with the construction and exploitation of the constructed sections as of March 31, according to the contract with the government.
CONTRACT ON CONCESSION FOR HORGOS-POZEGA HIGHWAY IN FORCE
BELGRADE, March 31 (Tanjug) - Serbian Minister for Infrastructure Ilic told Tanjug on Monday that the Serbian government had decided that the contract on a concession for the construction of the Horgos-Pozega highway would "remain in force." The contract with the concessionaire has not been terminated and the concessionaire has pledged to ensure guarantees by the end of the year. "The detrimental decision not to start with works on the construction of the highway, adopted at the previous government session, will last until a new government is formed," Ilic said. "Although the DS and G17 Plus have tried to stop the construction, the contract will remain in force after government decision," he said.

DJELIC ASKS GREECE FOR FREE VISAS
ATHENS, Mar 31 (Tanjug) - Serbian Deputy Prime Minister Djelic asked Monday the Greek government to grant visas free of charge to Serbia's citizens starting this year, noting that the people of Serbia would see this as a gesture of good will by the European Union. Greece cannot take this decision on its own, it must be adopted by the EU, he told Tanjug, adding that Serbia has not realized any revenue from visas for EU citizens for the past six years. Meeting Greek Deputy Foreign Minister for European Affairs Yannis Valinakis, Djelic presented Serbia's stand on the unilateral declaration of Kosovo independence and noted that it is in Greece's interest to never recognize this act. Djelic is visiting Greece at the invitation of its companies investing in Serbia and has conferred with representatives of about 150 companies members of the Serbian - Greek business club. He also had separate meetings with executives of Veropoulos, EFG and National Bank of Greece. Greek businessmen expressed their concern over the political situation in Serbia and expect its citizens to confirm their commitment to integration in the EU in the forthcoming elections, Djelic said. He conveyed to Greek investors guarantees that the Serbian government will secure macro-economic stability and conditions for business activities of foreign companies.
PETROVIC: FOR IMMINENT SIGNING OF SAA
BELGRADE, April 1 (Tanjug) - Justice Minister Dusan Petrovic on Tuesday said he expected Serbia would soon sign the Stabilization and Association Agreement (SAA) with the European Union (EU), because it is in the general interest of the Serbian citizens. "We prevented the closing of the doors to the EU by joining the government, and the citizens will decide in the upcoming elections whether they will be closed or wide open," Petrovic said, addressing a press conference at the DS Headquarters.
SZEKERES & JUNG: EURO-ATLANTIC INTEGRATION PERSPECTIVE FOR SERBIA
BERLIN, Mar 31 (Tanjug) - Hungarian and German Defense Ministers Imre Szekeres and Franz Josef Jung said Monday that NATO and the EU should convey to Belgrade that its Euro-Atlantic integration is a real perspective. VALINAKIS: GREECE BACKS SERBIA'S EUROPEAN PERSPECTIVE
ATHENS, April 1 (Tanjug) - Greek Deputy Foreign Minister Yannis Valinakis pointed out in Athens, in talks with Serbian Deputy Prime Minister Djelic, that Greece consistently and actively advocated the European prospects of Serbia and the strengthening of its relations with the EU. According to a statement issued by the Greek Foreign Ministry, Vilinakis, who is in charge of European affairs, confirmed that for as far as Kosovo and Metohija was concerned, the preservation of peace and stability in the region represented a priority for official Athens, and added that Greece would continue working to that effect. Valinakis and Djelic exchanged views on a number of issues of mutual interest, including the developments in the wider Balkan region, it is specified in the statement which the Greek media reported on. Speaking for Tanjug, Djelic said that during the meeting, he had had conveyed to Valinakis Belgrade's official stand regarding the unilateral proclamation of Kosovo independence and underlined that it was in the interest of Greece not to recognise that act.
LENARCIC: EU NOT DIVIDED OVER KOSOVO
Ljubljana, March 31(Beta)- Slovenian state secretary for European affairs Janez Lenarcic said in Ljubljana on March 31 that the EU is not divided over Kosovo. "The expectation was that the EU would burst, break up and that its members would fight over that issue. But that did not happen. And that is at least partly due to Slovenia's tenure of the EU rotating presidency and running debates," Lenarcic said. Assessing Slovenia's presiding over the EU Council at a news conference, Lenarcic pointed out that it "is going well" and that Slovenia "has even exceeded some expectations." According to him, proof of that is also the council's spring session, because Slovenia handled that event the most important during its tenure of the presidency successfully. "Namely, the Council of Ministers achieved all the main goals that Slovenia had set for itself regarding that session," Lenarcic said. According to him, the second half of the presidency term will be dominated by preparations for the June session of the EU Council and a number of top meetings a summit with Latin America and the Caribbean islands and summits with the U.S., Russia and Japan. Slovenia hopes that during that time the majority of EU members will also ratify the Lisbon Agreement, which has so far been verified by only eight EU countries. Lenarcic said that it was realistic to expect the EU to launch a dialogue on doing away with visa requirements for BosniaHerzegovina soon, adding that he hoped the negotiations would start as early as next month.
JANSA: SCHENGEN ZONE ONE OF FOUNDATIONS OF FREEDOM
Ljubljana, March 31(Beta)- Slovenian Prime Minister Janez Jansa on March 31 described the socalled Schengen zone as one of the foundations of freedom. "The Schengen zone is one of the foundations of freedom and progress in the EU," the prime minister said at a ceremony at the Brnik airport, held on the occasion of annulling internal aerial border control in the nine new Schengen zone members. By abolishing border control on land and at sea with the Schengen states on Dec. 21, Slovenia partly already entered the common European zone of the free flow of goods and capital."The just emptied border police and customs buildings already seem outdated, like an archaeological skeleton of a not so distant past," Jansa said. He added that they are "a monument of the missed opportunities of previous generations, which were unable to cooperate for the common good."

SAMARDZIC: I NEVER MENTIONED PARTITION OF KOSOVO
Laplje Selo, March 31(Beta)-Minister for Kosovo and Metohija Samardzic on March 31 shrugged off accusations that he was proposing the partition of the province. Samardzic told reporters in the village of Laplje Selo that on March 16 he handed UNMIK a proposal on the functional division between the Serbs and Albanians, which has been in existence in Kosovo for eight or nine years now. The functional division between the Kosovo Serbs and Albanians does not foresee a partition of the province, the minister stressed, adding that such talk only harmed the Serbs.
"The Serbs will have to work in their own institutions and that is the functional separation. There will be no territorial division of Kosovo and Metohija and I have never and will never talk about that," Samardzic said.Regarding the upcoming general and local elections, Samardzic said that they have been called and will be held in Kosovo as well on May 11.The minister also said that the Serbian government must make certain decisions, given that there are certain special technical issues concerning the holding of elections in Kosovo, and added that as soon as those decisions are made he will notify UNMIK that elections are taking place in Kosovo.
Before addressing reporters, he talked with the representatives of local governments of the Serb in central Kosovo about problems and ways to solve them. According to the minister, the state is obligated to finance all the Serbs who have left the Kosovo institutions. Samardzic added that he will do everything he can to expedite the solving of that problem.
KOSOVO SERBS SHOULD HAVE WHAT OTHER SERBIAN CITIZENS DO
PRUZJE, LAPLJE SELO, March 31 (Tanjug) - Minister of Kosovo-Metohija Slobodan Samardzic said on Monday that the state of Serbia would do everything in its power to enable Kosovo Serbs to have the same rights as other Serbian citizens. After a meeting with local governments and inhabitants of Priluzje and Laplje Selo, he said that Serbia would finance everybody who had walked out of provisional Kosovo institutions after the unilateral declaration of independence of Kosovo on Feb 17. "We have said on behalf of this state that everybody who worked in the provisional institutions should walk out of them after Feb 17 and we now have the obligation to finance them, which the ministries will have to do," the minister said. Samardzic said that Serbia would continue in cooperation with the United Nations and UNMIK to operate as a "good and organised state" in Kosovo-Metohija. Speaking about the agreement offered to UNMIK, he said that it "does not represent territorial division, but functional separation." "I spoke about a functional division of Serbs and Albanians which has been in place for eight or nine years. The fact that Albanians declared independence was without Serbs' approval," he said. "Serbs will have to work under their institutions and this is this functional separation which concerns all Serbs in Kosovo-Metohija. There is no territorial division of Kosovo, nobody has spoken nor will speak about it," Samardzic said.
BAN KI-MOON: SITUATION IN KOSOVO STABLE, BUT FULL OF TENSIONS
NEW YORK, April 1 (Tanju) - UN Secretary General Ban Ki-moon has assessed in his latest report on the situation in Kosovo that the security situation, after the province unilaterally declared independence, is stable but fragile, pointing out that UNMIK will continue fulfilling its tasks in keeping with Resolution 1244 if, in the meantime, the Security Council does not decide otherwise. It is clear that the proclamation of independence has had a far-fetching influence on the situation in Kosovo, Ban Ki-moon specified in the report, adding that the declaration of independence and the events that followed represent a challenge for UNMIK to maintain its authority. In order to meet that challenge, UNMIK, guided by the most important task to preserve peace and security, has acted and will continue to act in a practical and realistic manner, all in keeping with the developments, the report says. Ban also said that it might be required that UNMIK, following a corresponding decision of the Security Council, changed its operational tasks because of the developments on the terrain, but he most strongly opposed to any violence, which he said was unacceptable and would not be tolerated no matter what. However, the UN Secretary General assessed that the new Kosovo constitution would be presented to the parliament some time in April, and that it would come into effect in mid-June, when, at least as the political leaders and the ethnic Albanian population in Pristina see it, the UN Mission in Kosovo would no longer exist. The top official of the world organisation, however, once again avoided to define his position on a number of outstanding issues regarding the developments in Kosovo, such as the unilaterally proclaimed independence, the deployment of the EU mission, the events in Kosovska Mitrovica, as well as Belgrade's proposal on a functional separation of Serb and ethnic Albanan institutions.
KPS CONFIRMS ATTACKS ON SERBS IN NORTHERN MITROVICA
KOSOVSKA MITROVICA, Mar 31 (Tanjug) - Kosovo Police Service (KPS) regional spokesman Besim Hoti has confirmed to Tanjug that a shooting incident occurred Monday about 5.20 pm at the same location where about 40 Serbs and ethnic Albanians clashed Sunday throwing stones at each other. There are grounds to suspect that ethnic Albanians opened fire on Serbs, he said, adding that KFOR managed to separate ethnic Albanians and Serbs who gathered after the incident in order to prevent its escalation. KPS and UNMIK police found 12 empty casings on the site, he said, adding that there were no casualties. A group of ethnic Albanians opened fire Monday about 5.30 pm on Serb residents of the Brdjani community in northern Mitrovica, the Ministry for Kosovo-Metohija office said earlier.
SPAIN WILL NOT SEND ITS PERSONNEL TO EULEX MISSION IN KOSOVO
MADRID, March 31 (Tanjug) - Spain will not send its personnel to the planned EU mission in Kosovo before the resolution of legal issues regarding the transfer of authority from the existing UN operation, the Spanish Foreign Ministry said. Spanish FM Miguel Angel Moratinos said at the EU ministerial meeting in Slovenia during the weekend that his country would not send a small contingent of 15-20 people as a contribution to the 2,000-strong Eulex mission until the formal transfer of authority in the UN had been carried out, a Spanish foreign ministry spokesman said. Spain, which faces the challenges of Basque and other separatists, is one of the nine EU member-states that has not recognised the unilaterally declared independence of Kosovo on Feb 17. EU diplomats hope that other member-states will not follow Spain's example and expect that Eulex, which has mostly advisory function, but also includes anti-terrorist units, will start in mid-June as planned, Reuters reported. This stand, however, has caused concern among several EU member-states which have private dilemmas regarding the status of the mission in the territory that was bilaterally recognised by several dozen countries since it has not received the UN approval.
KYPRIANOU: CYPRUS CANNOT RECOGNIZE KOSOVO
VIENNA, April 1 (Tanjug) - Cyprus cannot recognize Kosovo because its independence was proclaimed unilaterally and it does not have the support of the UN Security Council, Cypriot Foreign Minioster Markos Kyprianou said in an interview to the Vienna Die Presse. Cyprus has not recognized Kosovo. It believes in the territorial integrity of Serbia including Kosovo, as in the territorial integrity of all other countries. Cyprus believes a solution acceptable for all sides should be found, he said. Furthermore, Kosovo's proclamation of independence was unilateral and it does not have the support of the UN Security Council. That is why it is not possible for Cyprus to recognize Kosovo, Kyprianou said. On the other hand, there must be an improvement in Kosovo, which is why Cyprus has taken the stand that the European Union (EU) can establish its mission there. This is admittedly a very difficult situation which will continue as such for some time, Kyprianou said.
SEJDIU AGAINST MAY ELECTIONS IN KOSOVO
PRISTINA, March 31 (Tanjug) - Kosovo President Fatmir Sejdiu said Monday that the "Kosovo institutions" are opposed to the setting up of election zones for the May 11 Serbian elections in Kosovo, adding that in question are efforts for Kosovo to be refuted as "an independent and sovereign state." "This should not be allowed to become an electoral basis or structure which will serve for setting up Serb institutions in Kosovo - absolutely not," Sejdiu said. He noted that the principle of dual citizenship, contained in the new Kosovo constitution and the proposal by Ahtisaari on supervised independence of Serbia's province, "does not empower anyone to form someone else's election zones" in Kosovo. "Within that framework, Kosovo will act so that it does not become a precedent and will not allow 'turbulences' in its territory in the manner desired by some in order to question Kosovo as an independent and sovereign state," Sejdiu said. He pointed out that he is very satisfied by the progress of the recognition of Kosovo's independence so far, underscoring that "this trend will continue."
DE KERMABON: EULEX IN ENTIRE KOSOVO, POLICE MULTIETHNIC
PRISTINA, March 31 (Tanjug) - The aim of the EU mission (EULEX), whose deployment in Kosovo and Metohija without a UN Security Council decision is opposed by Belgrade, is to be present in the entire territory of Kosovo and to be supported by "all citizens," EULEX head General Ives de Kermabon said on Monday. De Kermabon described as very important that the Kosovo Police Service (KPS) also has members from the minority communities, "including the Serbs." KPS is a multiethnic police and I am pleased that there are still Serb police officers within its ranks. This is a good sign for me, because I will be working with a multiethnic police force, De Kermabon stated. He underscored that EULEX aims to the present in northern Kosovo as well until the start of its mission in June, when, according to Martti Ahtisaari's plan on supervised independence of Serbia's southern province, the transition period will be completed. De Kermabon reiterated that the EULEX mandate is to supervise and provide advise to the Kosovo judicial institutions and police.
ROGOZIN ON RETURN OF RUSSIA'S PEACEKEEPING FORCES
MOSCOW, April 1 (Tanjug) - Russian Permanent Representative to NATO Rogozin said that official Belgrade had not contacted Russia demanding a return of Russian peacekeeping forces to Kosovo, and that in case that such a request was sent, Moscow would resolve the issue in keeping with the Russian Constitution and the international situation. In an interview for the RBK, Rogozin said that it would be possible to discuss the success or failure of the NATO mission in the Balkans only once an answer was given to the question whether or not the region had become stable and safe, and that now, after the unilateral proclamation of Kosovo independence, it was not possible to make any assessments in that respect. The situation is developing according to a critical scenario, and the latest events in Mitrovica and in Serbia as a whole are clears proof of that, the Russian diplomat said. According to Rogozin, NATO is not an organisation which defines Kosovo's status, and the whole process should be realised in scope of the UN and the two-way talks between Belgrade and Pristina, but one cannot say that the Alliance, as he put it, does not have a direct influence on the events in the province.A lot of things depend on NATO position, he said and added that for the time being, the activities of NATO peacekeeping forces, coincided, although with difficulty, with the UN mandate. If this was not the case, we would have immediately raised the issue in the Russia-NATO Council and the UN SC, Rogozin said.
CHURKIN: US ARMS DELIVERIES TO KOSOVO A MISTAKE
NEW YORK, April 1 (Tanjug) - Russia's Permanent Representative to the United Nations (UN) Vitaly Churkin said on Monday evening that the decision of the United States of America to deliver arms to Kosovo is a mistake and presents a violation of the norms of international law. Arms can be delivered to Kosovo only for the needs of the international presence, the police of the UN Mission and the KFOR contingent - the international forces in Kosovo, Ambassador Churkin said. According to Churkin, since everyone is claiming that they are continuing to respect UN Security Council Resolution 1244, then the representatives of international missions should confiscate any such arms in the event of a practical delivery. The Russian diplomat described Washington's announcement that it will deliver weapons to ethnic Albanians in Kosovo as a political provocation in the current delicate situation. In the meeting with reporters, Churkin said the draft presidential statement on Kosovo might again be taken into consideration by the Council in April, after the chief of the province's UN Mission UNMIK delivers his report. The draft statement expresses dedication to the preservation of the national sovereignty, territorial integrity and political independence of all the states in the Balkans within their internationally recognized borders.
CHURKIN: SECESSION, ITS RECOGNITION OBSTACLE FOR COMPROMISE
MOSCOW, April 1 (Tanjug)- Russian Permanent Representative to the UN Vitaly Churkin said on Tuesday that the illegal proclamation of Kosovo independence and its recognition by certain countries have created additional obstacles on the path towards compromise on the future status of the southern Serbian province and fueled the tensions in Kosovo and around it. In an interview for the Moscow daily Rossiiskaya Gazeta, Churkin at the same time expressed belief that it was still possible to reach a united stand on Kosovo in the UN. Unfortunately, the unlawful unilateral acts have brought about the expected increase of tensions in Kosovo and the surrounding region, the Russian diplomat said, pointing out that the main task of the UN Security Council was to continue to follow closely the developments in the province and to make sure that UN SC Resolution 1244 and the mandate of the UN Mission in Kosovo be realised to their full extent. This is a stand which no one in the UN SC, not even those that have recognised the so-called sovereignty of the province, denies, Churkin underlined. He expressed belief that a strict respect of Resolution 1244 by the officials of the UN Secretariat, the SC, the international presence in the province, would provide required prerequisites so that things could be returned to the legal field, to the seeking of a mutually acceptable negotiated outcome for Kosovo future status. Being guided by such an approach, during its presidency in March, Russia presented the draft of an official presidential statement aimed at the final settlement of the Kosovo status issue, which it intends to achieve by such a solution that would fully meet the standards of international law and which would be based on an agreement between Belgrade and Pristina, he said. The work on the text is already under way in the UN SC, and a number of the body's member states have backed its main course, Churkin said.
BERISHA MEETS WITH ALBANIAN POLITICIANS FROM SOUTH SERBIA
TIARANA, April 1 (Tanjug) - Albanian Prime Minister Sali Berisha convinced in Tirana on Monay the representatives of ethnic Albanian parties from south Serbia that they would have the support of the Albanian government for their legitimate demands. The representatives of these parties dicussed with Berisha the political situation in Serbia ahead of the early parliamentary elections scheduled for May 11, and expressed the neeed that the basic rights of ethnic Albanians in Serbia be observed, the ATA news agency reported. The bigger the number of the Albanins that will vote in the elections, the more possibility will they have for making decisions and for representing their own interests, Berisha said during his talks with leader of the Democratic Union of Albanians in Montenegro Ferhat Dinosa.
SERGEI SHAMBA: RUSSIA BACKS AWAY
MOSCOW, Mar 31 (Tanjug) - Abkhazia's Foreign Minister Sergey Shamba on Monday expressed his regrets that Russia had failed to recognize independence of Georgia's breakaway republic of Abkhazia after some countries had recognized independence of Kosovo. "We expected Russia to be consistent in its activities and recognize Abkhazia immediately after Kosovo. Unfortunately, we don't see it for now," Shamba said in an interview published by Nezavisimaya Gazeta. "The more Russia postpones a solution, the sooner the Kosovo precedent will be forgotten, and a reference to it in Abkhazia's case will grow less convincing with time," said Shamba. "Russia has said on a number of occasions that the Kosovo precedent might spread to the conflicts in the post-Soviet area. That did not happen, and now it is being said that this might happen in case Georgia gets accepted in NATO," said Shamba, adding that "it may not be ruled out that nothing would happen even then." Everyone sees that the Americans achieved what they wanted and that Russia did not do it, said Shamba, concluding that Russia now shows that it had backed away in this round of its fight for influence in the region.

COOPERATION WITH NATO AGREED AT TIME OF PREV. GOVT
BELGRADE, Mar 31 (Tanjug) - The decisions on Serbia's cooperation with NATO were taken at the time when Serbia had a coalition government while the Defense Ministry was headed by Zoran Stankovic, in which the DS had no part, Assistant Defense Minister Dusan Spasojevic said Monday. It was the Serbian government headed by Vojislav Kostunica, in which DS had no part, which decided in August 2006 to send Serbian troops to Afghanistan, he said. Spasojevic was referring to a reaction by Kostunica's advisor to an interview given by Defense Minister Dragan Sutanovac to Belgrade daily Blic. The NATO office in the Defense Ministry was also opened during the term of Kostunica's government. Two NATO bombers landed at the Batajnica military airport also at the time of the DSS government without DS participation, he said, adding that such serious topics should not be misused in the pre-election campaign.
